VIS is an acronym for Victim Impact Statement. This page is about how ex crooked Det Spencer Frizzell signed, swore, then submitted to the court, a Victim Impact Statement, knowing full well that the contents were made up.

I was only given a copy of Spencer Frizzells Victim Impact Statement at my sentencing. A total of 232 days after the Victim Impact Statement was given to the Judge, and 232 days after I should have received it. Up until then, I had no idea that Frizzell’s Victim Impact Statement even existed, and I was given no chance to rebut his contents (but I do now).

Frizzell did not read the contents of the Victim Impact Statement in open court at sentencing. Which means they would also not show up on the court transcripts, which is exactly what they wanted. Frizzell is fully aware that it can be proven that his Victim Impact Statement is just one of the many fabricated and manufactured documents, they put together, in order to deceive the courts.

Knowingly fabricating and manufacturing a false Victim Impact Statement, that you then submit in order to deceive the court, has grave consequences. Not only for those submitting them, but also for anyone assisting them in such endeavors. Including charges being laid against all of them, under the Criminal Code of Canada.

The Crown by Law, is obligated to hand over to the defence, any and all Victim Impact Statement(s) that they they wish the court, to take into consideration at sentencing. And they must do so immediately after a conviction is attained and not 232 days later at sentencing

Great weight was placed on Frizzel’s Victim Impact Statement, which is why newly minted Chief Neufeld of the Calgary Police Service and others are now fighting tooth and nail, to stop anybody investigating.
